AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, Claims Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before national elections.

Study Shows Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a analysis released ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these political entities, the report pointed out.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The deputy head of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that might not correspond to their political views, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the showing of the PVV.

The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, implying the runner-up party is highly probable to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
